INTRODUCTION

The Netherlands is a constitutional monarchy and a parliamentary democracy. The Netherlands was one of the founder members of the European Union in 1958 and became a member of the euro zone in 1999.

As one of the most highly-banked populations in the world, Dutch consumers have a strong affinity for online and mobile banking services, helped by bank-backed online bank transfer schemes like iDEAL and mobile service Payconiq. In particular, iDEAL is the most popular form of online payment in the Netherlands, with payment cards following behind. Credit cards have not grown as strongly as debit cards due to the traditional Dutch aversion to revolving credit, instead banks are expanding the range of services and benefits associated with debit cards.

Instant transfers are yet another online bank transfer service that have been embraced by Dutch consumers, and Dutch banks have been proactive in promoting their usage. In the Netherlands, 90% of all single credit transfers between Dutch banks are Instant Payments, a much higher proportion than elsewhere in Europe.

Services like Apple Pay are also forming a larger share of contactless payments, and the rapidly growing use of contactless wearable devices marks the Netherlands as an early adopter of payment innovations.

The COVID-19 crisis also accelerated digitisation in Dutch payment usage, with people using cash less often, instead opting for contactless and smartphone payments during 2021 and 2022.

The adoption of the revised Payment Services Directive, PSD2, and disruptive technologies have set the stage for digital payments for the digital economy in the Netherlands. They have accelerated digital payment transformation and mobile payment services, as well as cardless IBAN-based payments directly from bank accounts.

In the last decade, Dutch consumers have embraced mobile devices such as tablets, smartphones and Internet of Things (IoT). This change significantly impacts their shopping experience. Consumers have become increasingly connected and they have started to purchase anywhere, at any time, from any device.

In addition, new consumer demands are a game changer. Dutch consumers like digital banking apps with access to all their accounts at different banks in one single app, with the option to make payments directly from their bank account of choice. Additionally, they appreciate more banking services and payment services added to their mobile banking app. Consumer adoption of digital payments in the Netherlands is driven by minimal cost, secure payments and a high level of user convenience.
