INTRODUCTION

France is a representative democracy comprised of a unitary semi-presidential republic. France was one of the founder members of the European Union and joined the euro zone in 1999.

France is one of Europe’s largest retail banking markets, where all forms of consumer finance are widely used by French consumers. The advent of buy-now-pay-later POS finance is also becoming popular with French consumers, and many banks and FinTech players are working to integrate it into their digital payment offerings.

France’s well-established online/mobile banking infrastructure, including recently launched instant payments, is helping to accelerate the shift away from cash and cheques to card and mobile payments, with contactless usage growing rapidly amid the COVID-19 pandemic.

In card usage, usage of domestic Cartes Bancaires scheme cards co-branded with VISA or Mastercard has helped it to grow in popularity for international and online payments, while usage of French three-party cards has dropped significantly in recent years, with card numbers half of the level in 2016.

Historically, French banks adopted their own approaches to the delivery of modern banking and digital payment services, developing online banking and mobile banking at an individual bank level. With the advent of PSD2, French banks are pushing for digital account-to-account payments and mobile P2P payments in parallel to cards.

The adoption of the revised Payment Services Directive, PSD2, and disruptive technologies have set the stage for digital payments for the digital economy in France. They have accelerated digital payment transformation and mobile payment services, as well as cardless IBAN-based payments directly from bank accounts. 

In the last decade, French consumers have embraced mobile devices such as tablets, smartphones and Internet of Things (IoT). This change significantly impacts their shopping experience. Consumers have become increasingly connected and they have started to purchase anywhere, at any time, from any device. 

In addition, new consumer demands are a game changer. French consumers like digital banking apps with access to all their accounts at different banks in one single app, with the option to make payments directly from their bank account of choice. Additionally, they appreciate more banking services and payment services added to their mobile banking app. Consumer adoption of digital payments in France is driven by minimal cost, secure payments and a high level of user convenience.
